Changes in the procedure for obtaining Turkish citizenship for investments

According to circular No. 2024/2 of the General Directorate of Land Registration and Cadastre of the Ministry of Environment, Urbanization and Climate Change, changes have been made to the procedure for assessing the value of real estate purchased by foreigners. Now, only GEDAŞ Gayrimenkul Değerleme A.Ş., a subsidiary of the Housing Construction Authority (TOKI), can assess the cost of housing.

Applications for the assessment report will have to be submitted via the Web Tapu system - https://webtapu.tkgm.gov.tr / . When applying, select the option "Vatandaşlığa Konu Satış" (sale for citizenship). Next, from the list of appraisal companies, you need to select GEDAŞ Gayrimenkul Değerleme A.Ş.

For other transactions that are not the subject of a Turkish citizenship request and for which an assessment report is required, reports can be issued by any licensed Capital Markets Board (CMB) appraisal institution.

The decree came into force on March 4, 2024.

We also remind you that from January 1, 2024, the personal presence of the applicant and his/her spouse is required when applying for citizenship. Previously, personal presence was only necessary when fingerprinting to apply for an investor's residence permit. From January 1, the investor and his spouse will also have to be personally present when applying for citizenship, where fingerprints will be re-taken, as well as biometric photos will be taken.
