The State Duma of the Russian Federation adopted a bill on electronic summonses and the register of military service

April 12, 2023

The State Duma of the Russian Federation in the third reading adopted amendments to the law, according to which it is now possible to notify a conscript about the agenda in electronic form or by registered mail. The law also says about the creation of a unified register of military service and the restriction of travel abroad for persons who have received a summons.

New types of notices have the same legal force as summonses handed over personally or through an employer. From the moment of posting on the portals of the State Services / MFC or receiving a note on the delivery of a registered letter, the agenda will be considered officially handed over.

The unified register implies combining information about conscripts (place of birth and residence, military accounting specialty, etc.) between related organizations: the Federal Tax Service, the Ministry of Internal Affairs, the Ministry of Education, courts and others.

From the moment of receipt of the notification, the following measures are applied to conscripts who did not appear at the military enlistment office:
- restriction on travel outside the Russian Federation
- a ban on registering an individual entrepreneur or registering yourself as self-employed;
- deprivation of a driver's license and a ban on vehicle registration;
- refusal to receive loans and loans.
- suspension of the possibility of registration of rights to real estate;

The cancellation of all restrictions takes place a day after the appearance at the military commissariat.
