The Constitutional Court of Turkey revoked the powers of the President to dismiss the head of the Central Bank and appoint university rectors

June 6, 2024

Pursuant to a decision published in the "Official Gazette", the Constitutional Court ruled on a request to repeal Decree-Law 703 of 2018, "On Amending Certain Laws and Decree Laws to Ensure Conformity with the Amendments to the Constitution".

The Constitutional Court (AYM) revoked President Erdoğan’s power to replace the head of the Central Bank of Turkey before the end of his term, and ruled that such changes made without the permission of the Turkish Grand National Assembly were unconstitutional. The Court ruled that article 151 (h) and (j) of Decree-Law 703 were unconstitutional.

The court also annulled the decree and the provision of the law allowing the President to appoint rectors of universities:
The Constitutional Court declared unconstitutional the provision on the appointment of rectors by the President of the Republic contained in Decree-Law 703.

The decision will take effect in 12 months.
