Can a foreigner hold a public office in Turkey?

Can a foreigner hold a public office in Turkey?

September 16, 2023

Read to the end: in 2023 there are significant changes in the procedure of employment in the civil service.

Employment is one of the most important issues foreigners are interested in when moving to a new country for permanent residence. What is the situation in Turkey? It is clear that many foreigners work in tourism, services and real estate, but is there a chance to get a government position in the country?

Unfortunately, for foreign citizens there is a rather impressive list of positions for which they cannot apply (lawyer, attorney, judge, etc.). The details are spelled out in Law No. 657 "On civil servants". Thus, a foreigner can only work in a private organization if he has a work visa issued by this company.

At the same time, even after obtaining a Turkish passport, it is not easy to get a job in a government position. In addition to proving the level of education, it is necessary to pass a special exam - Kamu Personeli Seçme Seçme Synavı (KPSS). This exam is of two types: for applicants with secondary education and those with higher education. Accordingly, the list of available positions depends on the education received.

Moreover, successful completion of the KPSS exam does not guarantee employment. After the exam, candidates are sent for an interview - mülakat, where the commission can "cut off" even those who scored a high number of points. As you can see, becoming a "budgetary" in Turkey is quite problematic!

But not everything is as sad as it may seem at first glance. In 2023, İŞKUR (Turkish Public Employment Service) for the first time announced recruitment to the civil service without the mandatory KPSS exam and interview! If you have a Turkish passport, you can prove your secondary/higher education and you have ever thought about working at the civil service level, this year you have every chance to fulfill your dreams!

Here is a short list of vacancies for which recruitment is open: security guard, technician, civil engineer, veterinarian, truck driver, pre-school teacher, electrician, collector, etc.

What is the attractiveness of civil service in Turkey? Civil servants have a number of advantages, such as increased pension, longer vacation, free insurance, guaranteed employment until the employee reaches retirement age, etc.
