Instead, the "Regulations on Mobilization and Martial Law" were published. The right to declare mobilization passed from the Council of Ministers to the President.
Now, in the event of a situation that makes war, uprisings, riots against the republic inevitable, threats to the integrity of the country and the unity of the people inside the state or from outside, the President is solely authorized to declare general or partial mobilization.
